There was a long line at the Ooredoo shop. We got lucky and they took us to a small side booth and offered us the same SIM cards when we exited the luggage pickup area. We got immediate service and they were amazing.

PRO TIP: If you want to skip the line, head towards the private boat transfer area and ask for SIM Cards. You may get lucky too and be offered SIM cards from the sales rep working in that area.
